PRIME Minister Raila Odinga says he will not accept President Kibaki's order that 22 ministers and 19 assistant ministers should resign before taking up their new elective posts as governors, senators and MPs. Raila may be concerned that bureaucrats will be running the government for a long time if his election petition succeeds. If the petition succeeds, and the Supreme Court orders a re-run rather than a run-off, it is conceivable that President Kibaki could remain in office up until August. However there will still be 43 of the former 84 ministers remaining after these resignations...
