The IEBC has promised its full judgment about the list members for county assemblies on May 10 th, having reviewed 600 complaints about its first allocations, and has meanwhile published its revised allocations. We now see the working out of the constitutional design. One result is some huge county assemblies; Nairobi has 126 members (having 37 extra women to reach one-third) and Kakamega has 87 (having 23 extra women). Overall the nation will be paying for 2,222 assembly members: 1450 ward members, 188 “marginalised” members, and 584 “extra” women. The system involves each county assembly...
