In late April, counties purchased real estate in major newspapers advertising public consultations on the budget. This is a welcome development, in so far as both levels of government are required to solicit public participation in the budget process. However, there are some concerns emerging that need to be addressed immediately if we are to keep devolution on track and ensure that public participation is meaningful.
