The new county government system was preceded by two main institutions – the provincial administration and the local governments (Local Authorities or LAs). The devolved system of government at independence with seven regional governments and an eighth one for the city of Nairobi (famously known as the majimbo system) was short-lived as barely a year later it was abolished.
