MOMBASA Governor Ali Hassan Joho yesterday shook up his cabinet with a mini reshuffle. It is not clear why Joho reshuffled three ministers only eight months after they took office but those close to him say the move is aimed at improving county government performance "He feels that changes were necessary to accelerate service delivery," said one of Joho's aides, Esther Ingolo.
